Can I charge a 24 V battery from a 12 V alternator?

Yes, but with a booster, not with a simple converter. The converter maintains a fixed output voltage; the booster applies the step-by-step charging curve that the battery requires. Charging a battery with a fixed voltage either overcharges it or leaves it perpetually half-charged.
